FLSA Status: Full-Time/Exempt (Estimated 36–40 hours per week)
Salary Range: $60K-65K plus benefits

Position Summary
The Housing and Property Management Compliance Manager will provide oversight for compliance across a statewide portfolio of affordable housing rental properties. This role ensures that all properties adhere to both external funding source requirements and internal operational standards, with a strong emphasis on Fair Housing laws, funding requirements, regulatory guidelines, and best practices in property management.
Due to the nature of this position, the reporting structure is unique. This role is a part of the Housing and Property Management team which includes: meeting attendance, day-to-day operational engagement, teamwork, and communications, and reports directly to the COO to ensure the integrity of compliance oversight across all affordable housing rental operations. This position is a part of the management team.
Essential Duties and Responsibilities include, but are not limited to:
External Compliance
- Execute day-to-day external compliance tasks, including resident files, documentation, approvals, submissions and policy/procedure creation for in-house and third-party portfolios.
- Monitor and ensure compliance with federal, state, and local regulatory requirements, including HUD, HOME, HTF, CDBG, Section 8, NSP, and SC Housing.
- Serve as Homes of Hope’s primary point of contact for all external funding agencies with compliance requirements.
- Oversee preparation, submission, and maintenance of required compliance reports and audits.
- Ensure all findings, repairs, and corrections are completed and reported within required timeframes.
- Conduct periodic internal reviews to ensure readiness for external audits and inspections.
- Calculate and submit required rental rate adjustments.
- Stay current on changing housing regulations and implement necessary policy or procedural changes.
Internal Compliance
- Execute internal compliance tasks including resident files, documentation, and policy/procedure creation for in house and 3rd party portfolios.
- Develop, implement, and monitor internal compliance policies aligned with Fair Housing laws, Equal Opportunity requirements, and operational standards.
- Ensure annual rental rate adjustments meet compliance requirements.
- Provide guidance, best practices, and training to property management staff.
- Conduct internal audits of files, leases, and property practices.
- Collaborate with the COO and Director of Finance & Administration to ensure company-wide compliance education and best practices in landlord-tenant relations.
Operational Oversight
- Serve as an independent compliance resource to ensure regulatory integrity, free from conflicts of interest within operational reporting lines.
- Provide unbiased reporting on compliance matters directly to the COO, CEO, and Director of Housing & Property Management.
- Independently monitor compliance performance while collaborating with staff to ensure strong operations and resident satisfaction.
- Support real estate development, acquisitions, lease-ups, and recertifications with compliance expertise.
- Identify compliance risks, propose corrective actions, and oversee implementation.
- Analyze compliance data and trends to inform leadership on portfolio performance and areas for improvement.
Requirements and Qualifications
- 3+ years of affordable housing compliance or property management experience, including at least 1 year in supervisory or oversight role.
- Strong knowledge of HUD, HOME, HTF, CDBG, NSP, Section 8, SC Housing, and Fair Housing requirements.
- Experience conducting audits and managing regulatory reporting.
- Ability to work independently and collaboratively.
- Demonstrated integrity, impartiality, and confidentiality in compliance oversight.
- Strong organizational, communication, relational, and analytical skills.
- Ability to train staff with clarity and consistency.
- Familiarity with property management software.
- Ability to travel to properties across South Carolina.
Preferred Qualifications
- 5+ years of experience in affordable housing compliance or property management, with at least 2 years in a supervisory or mid-level management role.
- Bachelor’s degree in Business Administration, Public Administration, Real Estate, or related field (or equivalent experience).
- Compliance certifications (e.g., COS, HCCP).
- Experience managing statewide or multi-site housing portfolios.
- Working knowledge of AppFolio software.
Working Conditions
Estimated 36–40 hours per week; approx. 60% office environment and 40% offsite for work related appointments (rental portfolio is throughout the state). Primarily office based, allowing for limited remote work as duties permit. Remote work requires supervisor approval and a measurable work product.
Physical Demands and Work Environment
The job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, and photocopiers. Ability to travel to work related appointments is required and a valid driver’s license and reliable transportation is needed.
